A new administrative office at Aberdeen Proving Ground streamlines chemical and biological defense operations with thoughtful planning and sustainable design.

The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) leads the Department of Defense’s efforts to equip U.S. forces with advanced protection against chemical, biological, radiological, and nuclear threats. As part of a Base Realignment and Closure (BRAC) initiative, the agency consolidated operations from three sites in Virginia and Texas to a new location at Aberdeen Proving Ground in Maryland.
To support this transition, the agency required a flexible and modern administrative facility that could centralize mission-critical staff while meeting federal sustainability goals. The new 75,000-square-foot office building meets LEED Silver standards and was delivered through a design-build process focused on long-term operational value.
Faced with a program exceeding the available square footage, the design team introduced new office standards emphasizing shared resources and space efficiency. Centralized conferencing areas, a common supply hub, a café, and a welcoming lobby reduced the need for redundant spaces. Workstation layouts were reconfigured to maximize access to natural daylight, improving comfort and productivity across departments.
The result is a high-performance workplace that supports collaboration, enhances flexibility, and reflects the mission of one of the nation’s most critical defense programs.
